Question in terms of mage farmers

Im pretty new to toram and i looked up mage farmers on youtube and most of them said you need to be lvl 70 and unlock blizzard

My question is, if i reach lvl 70 on my main character and make a new one, can i have blizzard on it? Cause in the tutorials ive seen, they had blizzard while being like lvl 1

 

I'm actually unsure if the requirement is lvl 70 or no, but if it's correct, then you just need one of your chara to be lvl 70+ then the other chara will be able to learn Wizard Skill (Blizzard) as well. Tho, I believe this won't work if you delete your lvl 70+ chara, so keep in mind to not delete your highest lvl chara before the other chara reached the same or higher lvl. This skill unlocking thing also applied to all the skill trees, lets say you need to be lvl 150 to learn Blade Lvl 4 skill, then you just need one of your charas to be lvl 150+ to entirely unlock it for all your charas.

i did this test in my secondary acc and you dont need a character at high lv, its more like a account lv that is based on the max lv you reached (my test was 2 years ago, idk if it changed)
