questions about blacksmith

    does tech affect the success rate of upgrade equipment(adding stats)?

    and also does proficiency have any effect with upgrade equipment?

    ok thank you :). yea i have been looking thru the blacksmith section but i couldn't find any particular thread about the upgrade equipment skill
