Really confused about how the orb-items refunds are working

Okay, so, I saw this:

Orb items that were purchased between 12/13/2018 at 11:00 AM (JST/GMT+9) ~ 3/2/2019 at 1:48 AM (JST/GMT+9) will be returned. The items that were once obtained from random offers such as the New Year packs, Avatar Chests or other limited-packs will be returned. Recycled avatars will return to the state before they were recycled, but the gems that were once obtained from recycling avatars will be restored separately.
Furthermore, orbs used to add character slots, expand storage, revive, etc. will also be returned.

So, does this mean we're getting the items we brought with orbs back, or the orbs we brought the items with back? I'm checking through my purchase history and it's really really ambiguous. If they're giving us the orb items back directly, it doesn't make much sense because I've spent orbs to buy a total of way over a hundred fairy sewing tools, but I've only received a total of 40 back. On the other hand, if they're giving us orbs back directly, it doesn't make much sense either because I did get some of my orbs back that I spent, but only around 60% of all the orbs I spent.

So, yeah, I'm really confused. Helps is appreciated - are we getting our orb items used back or the orbs used to buy them back? I'm getting a little bit of both but none of the numbers check out.

P.S. anyone have news on how Asobimo's going to go about trying to restore the storage / bag states? I brought around 50 storage spaces between january and the time of server crash, but they said they're refunding us the orbs used to buy storage spaces, so... will they also be giving us our bag space back for free? And if they're not, and I have no space in my 40-slot bag to fit the 80 items I had in March, then... ???

I received my purchased items back (not orbs) a little less than 24 hours ago, so I assume we get items and not orbs back. In addition to this, others have posted about receiving avatars and the like back in different threads. Also worth noting is in the maint info they posted yesterday (linked below) they say the following and state that orb items will be returned from oldest to newest.
