Suggestions for my dual wield?

Whenever I am bossing or even just farming in a party or alone I always think less of my character, because of my low damage output. I main a level 62 dw and I'm finding that I am doing damage that is equivalent to a level 40-50 mage. If anyone could help me with my character and give me suggestions for it, please comment below. My stat distribution:
STR: 3
INT: 1
VIT: 7
AGI: 67
DEX: 86
My skills:
Lvl 1 blade skills:
lvl 5 hard hit
level 5 astute
level 5 sword mastery
level 5 quick slash
Lvl 1 guard skills:
Lvl 10 heavy armor mastery. (I use heavy ooze armor)
Lvl 2 Dual sword skills:
Level 10 dual sword mastery
Level 6 twin slash (I rarely use it)
Level 2 spinning slash
Level 5 cross parry
Level 1 charging slash
Level 10 reflex
level 10 dual sword control
level 10 godspeed
( I plan on refining them to +7 and uo)My equips:
Sword of Sin +5 (Slotted and has the +100hp crysta)
Sword of sin +4
Ooze armor +4 (heavy)
Vampire cape +4
Dex talisman II
I still have a remaining 4 skill points (Atm) and I have no clue where to put them and my future skill points (Ill get them as I level up). Any suggestions to where I should put my remaining skill points, my future skill points and equipment?

i would go 40agi rest dex. Light armor better for dw IMO. Use sand mole eyes for more eva :d

 

I switched to heavy armor, because my eva was unreliable xD, but thank you for the suggestion of Sand Mole Eyes, I'll start using it
