Swift and mp charge

Swift increase cast speed mp charge? Or no?(If I incorrectly built the offer, excuse me, I do not speak English well)

 

nope, just the animation after the charge time

 

Then why put it in the combo ?(impact+storm(smite/swift)+charge(swift)

 

Swift on mp charge :
Casting/Charging time (the one w/ numbers) = not swifted
Animation of skill itself = swifted

 

because it shortens the animation afterward, it's a little bit faster
