Does this mean only int is divided by 25 when computing the multiplier

 

It's a typo
Base Skill Multiplier: 1 + SkillLvl*0.5+ SkillLvl*([INT + STR]/25)/100

ENM is Eternal Nightmare, yes? and you meant Def/Mdef reduction, yes?
According to Cy's Grimoire (https://cy-grimoire.netlify.app/skill), it's [total dark power skill levels * (skill lvl / 2)]. The maximum def/mdef you can reduce is only half of the target's def/mdef on normal difficulty (might work the same way as on mob or miniboss), let's say if the target's def on normal difficulty is 200, so you can only reduce their def/mdef by 100 at maximum regardless of their difficulty is.
I have no proof regarding this one, haven't tested it by myself, just using a reference to make my life easier.
